It was introduced in Patch 0.8.0, but was not usable until Patch 0.13.0.
Usage
The Arcane Gate opens a temporary connection to some of the Island's finest cosmetics. Collect and input a Arcane Cosmetic Key to spin for a blueprint for a random Arcane Cosmetic!
The Arcane Gate can be opened by using an Arcane Gate Key in the Arcane Gate's menu, which can be accessed by right clicking the gate.
Upon doing so, a message is sent in the chat, announcing to all players in the instance that the player is opening the Arcane Gate. The message also provides a click-to-teleport link in order to watch.
The Arcane Gate opens and gives the player a random Arcane Cosmetic blueprint through a 30-second animation, which features music that can be heard by any player in the gate's vicinity. At the end of the animation, a message in chat is sent to players near the gate, announcing which blueprint was obtained by the player who opened it.
The Arcane Gate can give a player a Arcane Blueprint that they have already received from it.

List of Possible Cosmetics
There are currently 12 different Arcane Cosmetics that can be obtained from the Arcane Gate. The 12 cosmetics are divided into four themes, each containing one Hat, one Accessory and one Cloak. Each Arcane Cosmetic provides a permanent boost to the player's Style Perks for as long as they are in their wardrobe.
