The Silver Quest Scroll is a consumable item, that gives players Silver, faction xp and Quest Spirit, when the tasks on the scroll are completed.
There are 5 different Silver Quest Scroll rarities, ranging from common to legendary.
Usage
A Silver Quest Scroll can be activated from either the quest menu or Infinibag and you can have only 1 Quest Scroll active at a time (Increased with Ranks)
To claim the rewards you have to complete the required number of tasks.

There are multiple places you can obtain a Silver Quest Scroll and their prices vary depending on the source.
